Members of the Dallas County Community College District’s board of trustees approved the appointment of Dr. Beatriz Joseph as the next president of Mountain View College, based on a recommendation made by Dr. Joe May, DCCCD’s chancellor.
Joseph, who currently is vice president of college services at Palo Alto College in San Antonio, will begin her tenure at Mountain View on July 1. Palo Alto is a public, two-year Hispanic Serving Institution (HSI); the college enrolls more than 9,000 students in the greater South Central Texas area.

I am excited about the future of Mountain View College under. Dr. Joseph’s leadership as we move forward together to serve our students and the community.”

DCCCD conducted a national search, chaired by Dr. Jose Adames, president of El Centro College. Joseph fills a vacancy left by Dr. Robert Garza, MVC’s former CEO. Dr. Sharon Davis served as interim president during the search.
As vice president of college services at Palo Alto, Joseph was chief administration officer and oversaw an annual budget of more than $30 million. She also oversaw $72 million in projects funded by general obligation bonds, and her responsibilities included serving as accreditation liaison to the Southern Association of Colleges and Schools Commission on Colleges. She supervised 78 full-time professional and support staff members in her division as well.
Joseph also coordinated the college’s strategic planning process; directed efforts to develop a Malcolm Baldrige National Quality Award application (the college was the only education organization chosen for the honor in 2016); coordinated the development and implementation of an “Emerging Leaders” program for college employees; directed resource development efforts to secure external funding for programs and scholarships; and led a number of other award-winning initiatives and partnerships that all benefitted Palo Alto students and the community.
She previously served as interim vice president for student success at Palo Alto; vice president of institutional research and planning at Georgia Military College; assistant director of institutional research, effectiveness and planning for the Alamo Community Colleges District; director of academic program assessment at the University of South Alabama; and others. The new MVC president also has taught marketing and retail marketing.
Joseph has earned a number of honors and awards. Her most recent honors include: Emerging Leaders Trusted Leader Award (Palo Alto College); Alamo Colleges Leadership Academy for Success Leadership Excellence Award; Leadership San Antonio; San Antonio Women’s Chamber of Commerce Leadership Program; National Institute for Staff and Organizational Development Excellence Award; and others. She has presented as a member of several national and regional education panels.
Joseph holds a bachelor’s degree in business administration (marketing); a master’s degree in management studies (marketing, management); and a doctorate in education (higher education).
