Texas Gov. Rick Perry has directed the lowering of all flags under state control to half-staff on March 15 as a mark of respect for Cpl. Frank Buckles, the last surviving American veteran of World War I. Buckles, 110, died Feb. 22 and will be buried today in Arlington National Cemetery with full military honors. The period of half-staff is for the duration of March 15.
