The Deputy Chief of Industry Partnership Development supports the Chief of Workforce and Continuing Education in delivering industry and civic-focused workforce solutions to Dallas County and the surrounding region. This role bridges public-private partnerships to address workforce and training pipeline challenges, focusing on targeted industry-specific needs. The Deputy Chief also connects industry stakeholders with academic leaders to ensure effective design and delivery of workforce solutions.

  • Strategic Leadership & Partnership Development: Proven leadership and strategic ability to navigate complex public-private partnerships and build meaningful relationships across diverse sectors.

  • Workforce & Economic Development Knowledge: In-depth understanding of regional economic, civic, and workforce development dynamics, including local, state, and federal legislative and regulatory processes impacting workforce training and education. Demonstrated capability in identifying and addressing industry-specific workforce challenges from needs assessment to solution implementation.

  • Academic & Industry Alignment: Expertise in aligning academic and workforce programs with industry and civic needs, leveraging the College’s diverse academic portfolio. Strong knowledge of the community college system, workforce offerings, and their alignment with economic development goals.

  • Funding & Compliance Expertise: Familiarity with various funding sources and grant programs at local, state, and federal levels, and the ability to navigate reporting and compliance requirements. Expertise in grant proposal development, budget management, and ensuring compliance with financial requirements.

  • Stakeholder Engagement & Communication: Exceptional interpersonal, communication, and presentation skills to engage stakeholders and convey complex policy information. Experience working directly with campus leadership to develop strategies that align with regional workforce needs.

  • Analytical & Research Skills: Advanced research, analytical, and data interpretation skills to monitor policy trends, assess workforce development opportunities, and interpret data.

  • Master’s degree required.

  • Eight (8) years of progressive responsibility in government relations, policy analysis, grant writing, or workforce development.

  • Five (5) years of experience with state or federal agencies, policymakers, or advocacy organizations.

  • Experience in developing and managing grant proposals and compliance reports.

  • Demonstrated experience in analyzing and interpreting policy documents and legislative bills.

  • Bilingual or multilingual preferred.

  • Strategic Partnership Development: Lead efforts to establish and nurture partnerships with industry leaders, government agencies, civic organizations, and policymakers to create workforce solutions.

  • Industry-Centric Workforce Solutions: Collaborate with academic leaders to develop industry-relevant training programs that meet local and regional needs.

  • Policy Monitoring: Track and analyze legislative and regulatory developments impacting workforce development and communicate their impact to stakeholders.

  • Funding Development: Identify and secure funding opportunities from various sources to support workforce education initiatives. Lead grant proposal writing and reporting efforts.

  • Program Sustainability: Maintain long-term relationships with partners to ensure the sustainability and scalability of workforce initiatives.

  • Data Analysis: Collect and analyze workforce development data to guide strategic decisions and align with regional and national goals.

  • Cross-Functional Collaboration: Work with academic deans, faculty, and senior leadership to integrate workforce programs into the college’s broader educational offerings.

  • Advocacy and Representation: Represent the college in forums, associations, and community meetings, communicating the institution's priorities to external stakeholders.

  • Building and Developing Teams: Responsible for assembling a talented team, fostering a positive work environment, and developing the skills and capabilities of team members. 

  • Fostering Collaboration: Encourage teamwork and collaboration, creating an environment where team members can work together effectively. 

  • Performance Management: Tracking progress, providing feedback, and supporting professional development.

  • Completes required Dallas College Professional Development training hours per academic year. 

  • Performs other duties as assigned.

Since 1965, Dallas College, formerly known as the Dallas County Community College District (DCCCD) has served more than three (3) million students. Dallas College is one of the largest community college systems in the state of Texas, which includes seven campus locations around the Dallas/Fort Worth area and strives to be a leader in the Community College space, placing students at the center of everything they do.

Dallas College serves more than 100,000 credit and continuing education students offering 300+ academic and technical degrees and over 100 high-demand career programs and training.

In June 2020, the Southern Association of Colleges, and Schools Commission on Colleges (SACSCOC) approved the district’s plan to unify as a single institution, Dallas College. The new Dallas College encompasses Brookhaven, Cedar Valley, Eastfield, El Centro, Mountain View, North Lake, and Richland, which are now referred to as campuses instead of colleges.

By approving a comprehensive application detailing concrete steps on how the district would consolidate its colleges to better serve students, SACSCOC also granted the district a “level change,” allowing what is now Dallas College to offer a Bachelor of Applied Science in Early Childhood Education and Teaching, the first four-year degree offered by the institution. Dallas College is also exploring opportunities to provide other four-year degrees in accordance with authorizing legislation enacted by the Texas Legislature.
