How do I find out what/when items are scheduled for bidding?

All Request for Bids (RFB) and Request for Proposals (RFP) are published in the Daily Commercial Record and on the Procurement Department's website under Advertised Bids and Proposals. If you are registered under the college's Online Bidder Registration program, you will automatically receive email notification of forthcoming bids. For additional review, you may contact the Dallas College Procurement Department at 972-860-7771.

How can I obtain a copy of a Request for Bid or a Request for Proposal?

If I have questions filling out the bids, whom can I contact?

The buyer's contact name and number will be listed in each bid/proposal document.

What are the college's insurance requirements?

The general insurance requirements are workers' compensation, general liability and vehicle liability. The specific type and amount of insurance required depends on the nature of the goods or services to be provided and will be specified in the bid/proposal.

Does Dallas College require bonds?

Yes. State law requires construction contractors to provide a payment bond for contracts with a cost of $25,000 or more. Performance bonds are required for construction contracts with a cost of $100,000 or more.

For construction projects, bid bonds are required that are 5% of the amount bid typically.

How can I find out the results of a bid?

Bid tabulations are available on the Procurement Department's website. Additionally, interested companies may attend the public bid openings.

What are some factors considered in the purchasing decision?

  • Purchase price.
  • Reputation of the vendor and of the vendor’s goods or services.
  • Quality of the vendor's goods or services.
  • Extent to which goods or services meet needs of Dallas College.
  • Vendor's past relationship with Dallas College.
  • Total long-term cost to Dallas College to acquire vendor’s goods or services.
  • The completeness, accuracy and relevancy of the bidder’s response to the request for bids or proposals and any other factor relevant to items that are specifically listed in the RFB/RFP.
  • Dallas College’s commitment to sustainability and environmental compliance.

What is the purpose of Dallas College’s Supplier Development Program?

Dallas College’s Supplier Development Program, through outreach efforts, strives to increase the number of certified minority- and women-owned businesses (M/WBE) that provide goods and services to Dallas College through competitive processes.

How does a supplier vs. vendor become certified as a Minority/Women-Owned Business Enterprise (M/WBE)?

Companies interested in becoming certified as an M/WBE can contact the North Central Texas Regional Certification Agency (NCTRCA). The NCTRCA was established to provide a uniform certification process for all participating governmental entities in the North Central Texas area. The NCTRCA board of directors is comprised of representatives from the member entities, including Dallas College. In addition, the Dallas College recognizes certification from the State of Texas Historically Underutilized Business program of the Texas Building and Procurement Commission and the Dallas/Fort Worth Minority Supplier Development Council and Women Business Council Southwest.

If I am a noncertified M/WBE, can I still submit a bid?

Yes. However, certification is encouraged because it helps us track the effectiveness of outreach efforts within the D/FW Metroplex.

Does Dallas College offer any financial assistance to small/minority businesses?
