Action Links can be added in the TinyMCE editor or by using the Action Link and Action Link Group standalone content types.

Apply to a link using the action-link custom format (Format > Formats > Custom Formats > action-link).

Apply to a link in a bulleted list using the action-link/-quiet custom formats (Format > Formats > Custom Formats > action-link/-quiet) and apply the list-inline custom format to the list (Format > Formats > Custom Formats > list-inline).

To center use the text align center option on the TinyMCE toolbar.
