Dallas College 2035: Leadership Appointments to Advance Growth, Innovation and Global Engagement

DALLAS (September 22, 2026) — Dallas College today announced two leadership appointments that align the institution's leadership structure with Dallas College 2035, advancing growth, innovation, operational excellence and global engagement. 

Effective immediately, Dr. Bradford Williams has been appointed Executive Vice Chancellor, and Juan Carlos Garcia, Chief of Staff, will assume added responsibilities for International Engagement. Both leaders will continue reporting directly to Dr. Justin H. Lonon, Chancellor of Dallas College.

"Brad and Juan are trusted leaders who bring the expertise and strategic perspective needed to help Dallas College expand its impact and lead with purpose in a rapidly changing economy." 

Dr. Bradford Williams Appointed Executive Vice Chancellor 

As Executive Vice Chancellor, Dr. Williams will provide leadership for several of the institution's most significant initiatives, including the Next-Generation Downtown Campus and Knowledge District, which builds upon the transformation of the historic El Centro Campus, and Dallas College Global. 

Dr. Williams currently serves as Vice Chancellor, Operations and President of the El Centro Campus, responsibilities he will maintain as Executive Vice Chancellor. Since assuming these leadership positions in 2023 and 2021, Dr. Williams has played a central role in advancing operational effectiveness and institutional alignment. 

Prior to joining Dallas College, Dr. Williams served as President of Oklahoma State University-Oklahoma City and previously held senior leadership positions in student services, strategic planning, economic development and advancement. He holds a Ph.D. in Educational Leadership and Higher Education from Oklahoma State University, a Master of Science in Human Resource Administration from East Central University and a Bachelor of Arts in Speech Communication from East Central University. 

Juan Carlos Garcia, Chief of Staff, Assumes International Engagement Responsibilities 

As Chief of Staff and leader of International Engagement, Garcia will support Dallas College's efforts to expand global partnerships, international programming and opportunities for students, faculty and staff. His responsibilities align with Dallas College 2035 objectives related to global reach, innovation and the development of Dallas College Global. 

A Dallas College alumnus, Garcia has served as Chief of Staff since 2022, providing strategic counsel to the Chancellor and helping advance institution-wide priorities. Prior to joining Dallas College, he held leadership roles with the City of Dallas and the University of North Texas at Dallas. 

 Garcia holds a Master of Education in Educational Leadership from the University of North Texas, a Master of Business Administration in Strategic Management from UNT Dallas, a bachelor's degree from the University of North Texas and an associate degree from Dallas College. He is currently pursuing a Doctor of Management in Community College Policy and Administration at the University of Maryland - Global Campus. Garcia serves on the Greater Dallas Hispanic Chamber of Commerce Board and the City of Dallas Ethics Advisory Commission (EAC). 

These appointments reflect Dallas College's continued commitment to organizational alignment, innovation and strategic growth as it advances the goals of Dallas College 2035 and its mission of transforming lives and communities through higher education.
